Build: wire the consent gate, the checker, the state machine table, the event log with its resume policy, and the control queue into one harness. A gauntlet attacks it (a power cut mid-write, a STOP mid-tool, a STOP followed by a power cut, a lying tool); then you remove one layer at a time to see which attack gets through. Simulated clock, no threads.
