max_budget as a stop condition

Build lab (Module 7, L7.2): a $0.50 cap nobody reads lets a money-blind loop spend $1.68. Register a BudgetStop voter next to done and max_turns, checked at the turn boundary before every model call: run A stops after 30 turns at $0.5040, turn 31 refused, overshoot $0.0040 inside the one-turn bound, and the stop still writes the ledger and a run summary. Checking after the call, a budget in the prompt, warn-and-continue and raising instead of closing out are graded and fail. In-memory only; illustration prices, no provider call.
