The three-valued gate

Trace-detective lab (Module 10, L10.1): ASK is terminal. The overnight trace of 6 events commits a crime at evt-0005, refund-webhook ESCALATED without a decision_id. The honest gate returns ok and the broken gate does not. Across 200 seeds the policy asks 60 times (ALLOW 70, DENY 70). Staying PARKED on that silence fails 0 times. Treating timeout as ALLOW fails all 60, and ALLOW-if-risk-is-low fails 60 as well. A forged decision_id from the agent is rejected 1 time. Silence is not consent. In-memory trace only; seeded draws, no threads, model or provider call.
