Doom-loop guards

Build lab: a run can fail with no error at all, repeating the same call until the budget dies. Build the guard that notices: key calls by tool and sorted inputs, count repeats since the last change, and climb a ladder you choose (nudge, ask a person, abort). Then prove it on 8 scenarios: loops stopped early, healthy edit-and-test runs untouched, and read what one published study does and does not show.
