Engineers in shifts

Repair lab (Module 11, L11.1): nothing crosses a shift except a validated, repo-bound context pack. The broken shift fails 4 checks and executes S2 (def logout), because the plan was free text and the word logout won. The repaired shift passes 4/4 and executes S1 (def login), bound to repo sha-abc123. Seven fields are required; a pack missing only repo_sha still fails and the message names repo_sha. plan_steps is a non-empty list of {id, action}. A moved repo sha-def456 refuses; warn-and-continue still writes. An invalid pack writes 0 files. Acceptance is a non-empty list, and the repaired pack carries 2 checks. In-memory only; scripted roles, no threads or provider call.
