Sleep/wake and plan gates

Ablation lab (Module 11, L11.4): serialize the world at sleep and prove it at wake. A teammate merge moves base-v1 to base-v2. The gated wake raises GateError, re-orients onto base-v2, and scores fidelity 1/1. The ablated wake keeps the todos and builds U2 on base-v1, fidelity 0/1. The plan gate stays paused for 12 hours with no decision_id and resumes on apr-7. A benign log line blocks a whole-disk checksum and does not block a checksum of the files the plan depends on. In-memory only; no threads or provider call.
